Turkey aims to place the National Emissions Trading System (ETS) at the core of its 2024-2030 climate strategy.

The Climate Change Mitigation Strategy and Action Plan outlines climate strategies for 2024-2030 and sets a target for achieving climate neutrality by 2053.

The published plan includes measures for various sectors such as energy, transportation, agriculture, and waste management. A significant aspect of the plan involves establishing an ETS aligned with the Carbon Border Adjustment Mechanism (CBAM). The four main strategies outlined in the plan are as follows:

• Establishing an Emissions Trading System (ETS) in Turkey
• Conducting infrastructure studies on other carbon pricing instruments
• Developing infrastructure for a voluntary carbon market and national offset system
• Evaluating participation in Article 6 of the Paris Agreement.

Key actions related to launching the ETS include:

1. Initiating a pilot period: Launching a pilot phase to facilitate the integration of facilities within the system before the full implementation of ETS.
2. Defining the initial scope and expansion plan: Establishing the initial scope of ETS under current conditions and creating a legislative plan to align more closely with Turkey’s Nationally Determined Contributions (NDC) and EU regulations.
3. Setting emission limits: Carefully determining emission limits while considering economic and social impacts.
4. Planning the use of ETS revenues: Strategically planning the use of ETS revenues to ensure a low-carbon economy and a just transition in line with green development goals.
5. Defining offset mechanisms: Establishing rules for the potential use of national and international offsets.
6. Conducting supportive studies: Carrying out various analyses, including economic, financial, social, and technical impact assessments for energy-intensive sectors.

As Turkey prepares to establish a pilot ETS, efforts are underway to finalize a draft Climate Law that provides the legal framework for a national ETS.
