

A joint Concentrated Inspection Campaign (CIC) was carried out by the Paris MoU and Tokyo MoU from 1 September to 30 November 2024, focusing on selected provisions of the Maritime Labour Convention, 2006 (MLC, 2006).
🔍 The campaign aimed to assess working and living conditions for seafarers on board ships flying various flags. Key objectives included verifying that Seafarers’ Employment Agreements (SEAs) comply with MLC, 2006 requirements, ensuring that seafarers receive proper and timely wages, confirming the presence of financial security in case of death, disability, or repatriation, and raising awareness among shipowners, operators, and crew regarding these responsibilities.
📄 A CIC questionnaire developed jointly by Tokyo MoU and Paris MoU consisted of 10 questions, which were answered by Port State Control Officers (PSCOs) during inspections. A total of 3,863 ships were covered during the campaign period. For ships inspected more than once, only one CIC report was submitted.
📈 Overall results indicate a high level of compliance with the relevant MLC, 2006 provisions. However, 30 ships (0.78%) were detained for detainable deficiencies related to CIC topics.
📌 Notably, deficiencies were most commonly identified in areas related to Seafarers’ Employment Agreements, wage payment, Collective Bargaining Agreements, and Maritime Labour Certificates, with an increase compared to the same period in 2023.
