

We are deeply concerned by the recent attacks on Turkish-flagged and/or Turkish-owned merchant vessels, carried out by both Ukraine and Russia, in international waters, including the Black Sea, as well as in national ports and exclusive economic zones of countries. These incidents pose a serious threat to one of the most fundamental and universally accepted principles of international maritime trade.
The Turkish merchant fleet, like in all global waters, has historically operated in the Black Sea under the rule of peaceful navigation, engaging solely in economic and commercial activities. Our vessels, as a vital link in the global supply chain, contribute to the prosperity of all nations.
We strongly oppose any attempt to turn our merchant vessels, which operate exclusively for economic purposes, into a part of any conflict or war, or to transform them into a battleground. Such actions are clearly inconsistent with the universally recognized principle of “freedom of navigation on the seas.” Every nation is free to travel to another nation and trade with it. In today’s interconnected world, this principle is more vital and relevant than ever.
The safety and freedom of navigation of the Turkish merchant fleet are indispensable for the continuity of global trade.
In this context, as the Turkish Shipowners’ Association, we call on all relevant parties to respect international law, ensure the protection of this fundamental principle, and safeguard the security of our merchant fleet. We urge all stakeholders to keep our vessels and seafarers out of conflict zones and to ensure the safety of navigation in all seas, including the Black Sea.
