

The EU’s Industrial Maritime Strategy Analysed from a Turkish Perspective by the Turkish Shipowners’ Association
The European Commission published the “EU Industrial Maritime Strategy” (COM(2026) 111) on 4 March 2026. The Strategy goes beyond a conventional sectoral policy framework and introduces a comprehensive industrial approach aimed at strengthening the European Union’s global competitiveness, ensuring economic security, and reinforcing its geopolitical position.
The Strategy is built upon six key pillars, namely strengthening shipbuilding capacity, enabling sustainable and digital maritime transport, enhancing maritime security, improving access to innovation and finance, and developing a skilled workforce. In this context, the European Union is expected to take significant steps in the coming period, particularly in fleet renewal, clean technologies, alternative fuels, digitalisation, and the integration of maritime industries with defence capabilities.
The Turkish Shipowners’ Association has conducted a comprehensive, multi-dimensional analysis of the Strategy, taking into account the Turkish perspective. Within this framework, the potential implications for Turkish maritime transport, shipbuilding, maritime services, and related sub-sectors have been carefully assessed, and the emerging risks and opportunities have been evaluated in a holistic manner.
This integrated policy approach, covering maritime transport, shipbuilding, ports, and maritime services, is expected to have significant implications for global maritime markets.
